This plan was built upon previous recommendations and policies outlined in the College Station Comprehensive Plan as well as previously-adopted plans including the Bikeway and Pedestrian Master Plan (2002) and the Greenways Master Plan (1999).
The goal in combining master plans is to address bicycle and pedestrian needs in a comprehensive manner to achieve multi-modal transportation, connectivity, recreation, healthy living and environmental protection. Each transportation type was planned for as a distinct facility type as well as collectively to achieve these goals.
As a part of the planning process, a staff resource team and a technical task force were used to help guide this effort. Citizen engagement also included three community meetings, multiple focus groups, an online survey, and online comments to discuss and receive input on how best to accommodate biking, walking and the greenway system.
The Master Plan process began in January 2009 with meetings of the staff resource team and technical task force to discuss Existing Conditions. A needs assessment was conducted in February 2009 with key stakeholders participation through focus groups and a community meeting. Additional community meetings occurred in November and May of 2009.
Updates to the Planning and Zoning Commission occurred on March 5, May 21, and Sept. 17 of 2009. Updates to City Council occurred on March 12, May 28, and Nov. 9 of 2009. The draft report was presented to the Planning and Zoning Commission on Jan. 7 and Jan. 21 of 2010 for a recommendation to Council. The draft report was presented to City Council on Jan. 14 and Jan. 28 of 2010 for adoption.
