Community Development Publications

The One-Year Action Plan, updated annually, is a component of the Consolidated Plan used to reflect any changes previously reported. Additionally, the plan includes the annual allocations, program projections, and budget for the upcoming year.

In the Consolidated Plan, the City identifies its goals for community development programs, which also serve as the criteria against which HUD will evaluate the City's performance in carrying out the identified goals. The Consolidated Plan promotes a comprehensive approach to local decisions by engaging all local residents interested in community development, helping identify the needs of the community to formulate strategies for addressing current and future needs.

At the close of each program year, the City uses its CAPER to inform the public on how CDBG and HOME funds have been expended, and to describe the purpose and extent to which the programs have been delivered.

The City of College Station has received a Community Development Block Grant - Mitigation (CDBG-MIT) contract under the Texas General Land Office (GLO). The City  will comply with the Civil Rights requirements of Title I of the Housing and Community Development Act and the Fair Housing Law and ensure that equal opportunities are afforded to all persons and that no person shall be excluded or denied program benefits on the basis of race, color, religion, sex, disability, familial status, and national origin.

The City of College Station is requesting a release of funds from the Texas General Land Office (GLO) to undertake a project known as the Early Flood Warning System Pilot Project for the purpose of the installation of three early flood warning flasher poles at three vulnerable Low-and-Moderate income areas to help alert residents of possible dangerous flooding. Public comments will be accepted until September 21st with more information provided in the full notice.

In compliance with a new federal requirement under 42 U.S.C. 5304(b)(7), the City is providing a publicly accessible, searchable inventory of City‑owned properties that appear to be undeveloped. This inventory supports transparency and ensures the City meets Community Development Block Grant (CDBG) reporting standards.

Methodology and Limitations

This inventory was developed by reviewing City‑owned properties to identify land that appears to be undeveloped based on existing land use and available infrastructure. Properties were excluded from the inventory if they contained existing facilities or infrastructure, including buildings, playgrounds, shared‑use paths, trails, utility infrastructure, or other developed amenities. Additional exclusions included properties where most of the land lies within a floodplain, properties dedicated solely to drainage infrastructure (such as culverts and detention or retention ponds), properties within easements, parcels too small or irregularly shaped to reasonably accommodate development, and parcels containing right‑of‑way (ROW) infrastructure.

The remaining properties were categorized as parks, greenways, or other City‑owned property based on their current use or designation.

The absence of visible facilities or infrastructure does not necessarily indicate that a property is available or suitable for development. Some properties may already be designated, reserved, or intended for parkland, open space, or other public purposes, even if they are currently undeveloped.
