Planning & Development Services

The Planning & Development Services Department includes a staff of forty-two led by the Department Director. The Department is currently divided into four Divisions: Development Engineering, Building, Development Coordination and Planning. These divisions are led by the City Engineer, Building Official, Development Services Administration Manager  and Assistant Director respectively. These four Divisions include nine units: Administration, Civil Engineering, Drainage, Transportation, Building, Development Coordination, Planning, Greenways, and GIS/Mapping.

    Administration provides the leadership and strategic direction for the Department. This Division currently consists of the Director and Assistant Director. One of the core services provided by Administration is educating city leaders and the community on both current and long-range planning and development issues.

    Long Range Planning
    One of the core services provided by Planning is providing expertise in the field of urban planning to city leaders, citizens, developers, and other city staff. This division provides both current and long-range planning services to help create a community that enhances and protects the quality of life in College Station. These planning professionals implement, evaluate, and update the Comprehensive Plan through coordination, community engagement, evaluation of current conditions, identification of trends, and projection of future issues and opportunities related to the City's growth. In addition, Planning also monitors and coordinates development project activities from the early idea stages (pre-application conferences) to site plan review and final inspection.

    Development Engineering
    Development Engineering is led by the City Engineer and consists of an Assistant City Engineer, a Transportation Planning Coordinator, an Environmental Engineering Inspector, an Engineering Program Specialist and five Construction Inspectors. Development Engineering is responsible for development review, administration of the flood hazard protection ordinance, impact fees, the Foxfire Sanitary Sewer Master Plan, as well as preparing, maintaining and updating the engineering standards manual. Another core service is planning and implementing a multi-modal transportation system that provides a high degree of mobility for citizens and visitors to the city. Engineering is responsible for leading long-range planning efforts related to transportation and providing support as different aspects of the transportation system are implemented through land acquisition and the development review process. 

    Greenways is led by the Bicycle, Pedestrian, Greenways Planning Administrator. One of the core services provided by this unit is floodplain management, protection of open space and the provision for wildlife and plant habitats. This unit assists in providing trails within a greenway that serve to provide alternate transportation, as well as recreation and health benefits. Greenway trails also provide connections to parks, neighborhoods, workplaces, schools, cultural and historical areas, and shopping centers.

    GIS/Mapping is overseen by the Bicycle, Pedestrian, Greenways Planning Administrator and includes one GIS Technician and one Part-time GIS Technician. One of the core services provided by this unit is the accurate and timely maintenance of the base map, as well as efficient and precise mapping services. The Mapping unit provides support to internal customers by providing maps, graphics, and other presentation products, as needed. This unit is also responsible for keeping specific GIS layers current as changes occur due to updates to the Comprehensive Plan, platting activity, rezonings, annexation, etc.

    Building is led by the Building Official and includes three Plans Examiners and five Combination Building Inspectors, one Permit Technician II and two Permit Technician I. One of the core services provided by Building includes ensuring the safety of all new construction and renovation work by ensuring compliance with all adopted building codes and standards. This is accomplished by examining the plans before a building permit is issued and inspecting the project as it is constructed to see that minimum standards are met and that appropriate materials are used. Building also enforces the property maintenance code to include substandard structure abatement.

    Development Coordination
    Development Coordination is led by the Development Services Administration Manager and includes the Administrative Support Specialist and three Staff Assistants. One of the core services provided by Development Coordination is providing customer service to both internal staff and external customers. Development Coordination is responsible for processing all development submittals and building permits, verifying and scheduling all building inspections, coordinating and providing addresses for all properties in College Station, coordinating and supporting the Department's six appointed boards, archiving all planning, engineering, and building projects, as well as providing administrative support.
