Planning & Development Services is responsible for services including land use, development, engineering, building regulations, comprehensive planning, floodplain management, and community development. Planning & Development Services wishes to make our community great in partnership with you.

Northgate Small Area Plan

The City of College Station is conducting a Northgate small area planning process and is welcoming input on the area as it exists today and what is envisioned for the future. There are several ways to participate in the process. Visit the Northgate Small Area Plan page to learn more.  

City staff anticipates adoption of the final plan in early summer 2025.

Active Transportation Master Plan Update

The City of College Station is creating a new Active Transportation Master Plan and is seeking input on existing and planned bicycle and pedestrian facilities in College Station. Public meetings will be held during the upcoming year to help develop the plan vision and goals. City staff is aiming for a final adoption of the master plan in fall 2025.

Core Services provided by Planning & Development Services

The Planning & Development Services Department includes a staff of fifty three led by the Department Director within the following divisions:

Administration provides the leadership and strategic direction for the Department. This Division currently consists of the Director and Assistant Director. One of the core services provided by Administration is educating city leaders and the community on both current and long-range planning and development issues.

Building is led by the Building Official and includes three Plans Examiners, five Combination Building Inspectors, one Permit Technician II and two Permit Technician I. One of the core services provided by Building includes ensuring the safety of all new construction and renovation work by ensuring compliance with all adopted building codes and standards. This is accomplished by examining the plans before a building permit is issued and inspecting the project as it is constructed to see that minimum standards are met and that appropriate materials are used. Building also enforces the property maintenance code to include substandard structure abatement.

The goals of Community Development are to encourage the expansion and accessibility of human services; expand and improve public facilities and infrastructure where needed; and to expand economic opportunities in the community for low- and moderate- income residents of the city. Additional goals include providing for an adequate supply of safe and affordable housing, rehabilitation of rental and owner occupied residential property and expanding home ownership opportunities.

Development Coordination is led by the Development Services Administration Manager and includes the Administrative Support Specialist, three Staff Assistants, and the GIS Division, detailed below. One of the core services provided by Development Coordination is providing customer service to both internal staff and external customers. Development Coordination is responsible for providing administrative support to the Department, managing the development software Community Development for staff and eTRAKiT for customers,  providing addresses for all properties and businesses in College Station, coordinating and supporting the Department's six appointed boards, coordinating with TABC and processing all City liquor licenses, as well as archiving all planning, engineering, and building projects. 

The GIS division is overseen by the GIS Analyst and includes one GIS Technician and one Part-time GIS Technician. The core services of the GIS division is providing accurate and timely maintenance of the base map, as well as efficient and precise mapping services. They are integral to the Development Review process to ensure that all data submitted to the City is accurate and compatible with our GIS system. The GIS division provides support to internal customers by providing maps, graphics, and other presentation products, as needed. This unit is also responsible for keeping specific GIS layers current as changes occur due to updates to the Comprehensive Plan, platting activity, rezonings, annexation, etc.

Development Engineering is led by the City Engineer and consists of an Assistant City Engineer, an Environment Engineering Inspector, and Engineering Program Specialist, five Construction Inspectors, and the Land Development Review Review Division, detailed separately.  Development Engineering is responsible for development review, administration of the flood hazard protection ordinance, impact fees, right-of-way permits, the Foxfire Sanitary Sweer Master Plan, as well as preparing, maintaining, and updating the engineering standards manual.

Greenways is led by the Bicycle, Pedestrian, Greenways Planning Administrator. One of the core services provided by this unit is floodplain management, protection of open space and the provision for wildlife and plant habitats. This unit assists in providing trails within a greenway that serve to provide alternate transportation, as well as recreation and health benefits. Greenway trails also provide connections to parks, neighborhoods, workplaces, schools, cultural and historical areas, and shopping centers.

Land Development Review falls under Development Engineering and coordinates and manages development project activities from the early idea stages (pre-application conferences) to rezonings, preliminary plans, final plats, site plan reviews, and final inspections. The division consists of planning and engineering professionals who work together as co-leads that provide expertise in implementing city ordinances and design guidelines. The division serves as a main point-of-contact for citizen questions and concerns, along with coordinating with the development community. The division also engages the community to evaluate and update city ordinances to accommodate current trends and reflect best practices.

Planning provides expertise in the field of urban planning to city leaders, citizens, and the development community. These planning professionals serve as stewards of the city’s Comprehensive Plan and the community’s vision to serve as an example of a vibrant, forward-thinking, knowledge-based community that promotes the highest quality of life. The division works to implement the plan through interdepartmental coordination, ordinance revisions, infrastructure investments, special projects, and community engagement. The division also evaluates current conditions, identifies development and population trends, and projects future issues and opportunities related to the city's growth.

Transportation & Mobility is led by the Transportation Planning Administrator and includes one senior transportation & mobility planner and two staff transportation & mobility planners. The division is responsible for planning and implementing a multi-modal transportation system that provides a high degree of mobility for citizens and visitors to the city.  These services include leading long-range planning efforts related to transportation and providing support as different aspects of the transportation system are implemented through land acquisition and the development review process.
