The Master Plan


The Bicycle, Pedestrian and Greenways Master Plan was adopted on Jan. 28, 2010 as a component of the College Station Comprehensive Plan. The intent of the Bicycle, Pedestrian and Greenways Master Plan is to provide information and guidance on bicycle, pedestrian, and greenway facilities (bike lanes, bike routes, sidewalks, and multi-use paths) in College Station.

    This plan was built upon previous recommendations and policies outlined in the College Station Comprehensive Plan as well as previously-adopted plans including the Bikeway and Pedestrian Master Plan (2002) and the Greenways Master Plan (1999).

    The goal in combining master plans is to address bicycle and pedestrian needs in a comprehensive manner to achieve multi-modal transportation, connectivity, recreation, healthy living and environmental protection. Each transportation type was planned for as a distinct facility type as well as collectively to achieve these goals.

    As a part of the planning process, a staff resource team and a technical task force were used to help guide this effort. Citizen engagement also included three community meetings, multiple focus groups, an online survey, and online comments to discuss and receive input on how best to accommodate biking, walking and the greenway system.

    The Master Plan process began in January 2009 with meetings of the staff resource team and technical task force to discuss Existing Conditions. A needs assessment was conducted in February 2009 with key stakeholders participation through focus groups and a community meeting. Additional community meetings occurred in November and May of 2009.

    Updates to the Planning and Zoning Commission occurred on March 5, May 21, and Sept. 17 of 2009. Updates to City Council occurred on March 12, May 28, and Nov. 9 of 2009. The draft report was presented to the Planning and Zoning Commission on Jan. 7 and Jan. 21 of 2010 for a recommendation to Council. The draft report was presented to City Council on Jan. 14 and Jan. 28 of 2010 for adoption.

    The Master Plan was updated in May 2018 to reflect additional needs within the community based on changes and growth. Over the span of a year and a half, staff led the process to update the Plan. A staff resource team and the Bicycle, Pedestrian, and Greenways Advisory Board were a part of the process to create recommendations based on public input received. Public engagement consisted of a community meeting in February 2017 along with online input using an interactive map and survey. Hundreds of comments received were reviewed and a second round of online comments were sought for recommended changes. Staff also met with the Texas Department of Transportation, the City of Bryan and Texas A&M University to review proposed changes to ensure coordination and connectivity across the region.

    The Bicycle, Pedestrian, and Greenways Advisory Board provided a recommendation to adopt the plan changes at their April 9, 2018 meeting. The Planning & Zoning Commission also provided a recommendation to adopt the plan changes at their April 19, 2018 meeting. City Council adopted the proposed changes at their May 14, 2018 meeting.

    1. BICYCLE MAP BOOK- This map book reflects proposed changes to the Bicycle, Pedestrian, and Greenways Master Plan specifically bicycle-related changes. It includes bike routes, bike facilities (bike lanes, buffered bike lanes, and separated bike lanes), multi-use paths and grade separations.

    2. PEDESTRIAN MAP BOOK - This map book reflects proposed changes to the Bicycle, Pedestrian, and Greenways Master Plan specifically pedestrian-related changes. This includes sidewalks, multi-use paths and grade separations.

    The Master Plan is amended with neighborhood, district, and corridor plans. Below is a list of amendments made to the plan. The Master Plan is provided below and reflects the most recent changes.
