CITY ATTORNEY'S OFFICE

With the highest level of integrity, the City Attorney’s Office seeks to provide quality municipal legal services to the city and its elected and appointed officials and employees to assist the city with accomplishing its goals and serving the community effectively. They do not provide legal advice to citizens. The office also prosecutes all Class C misdemeanors committed in College Station through the College Station Municipal Court. 
    Adam C. Falco • City Attorney
    photo of Adam FalcoAdam C. Falco is the City Attorney for the City of College Station and is the chief legal advisor, attorney and counsel for the city.

    Adam graduated from Texas A&M University in 2003 with a Bachelor's degree in Political Science and he earned his Juris Doctor from Oklahoma City University School of Law in 2006. Adam started working for College Station in 2007, was promoted to Senior Assistant in 2009 and City Attorney in 2022.


    John A. Haislet • Senior Assistant City Attorney I
    John A. Haislet is a Senior Assistant City Attorney for the City of College Station City Attorney’s Office and provides representation to the City’s Electric, Water and Wastewater utilities, Public Works department, Capital Projects division, and in the areas of real estate, land acquisition, regulation of third-party telecoms, right-of-way usage, oil and gas operations, pipelines, and various municipal franchises.

    John graduated from Texas A&M University in 2004 with a Bachelor of Science in Political Science, earned a Master of Arts in Legal Studies from Texas State University in 2009, and earned his Juris Doctor from the University of South Dakota School of Law in 2009. John has been licensed in Texas since 2009 and previously worked for the City of Tyler City Attorney’s Office before joining College Station in 2011.
    Leslie A. Whitten • Assistant City Attorney II
    photo of Leslie WhittenLeslie A. Whitten is an Assistant City Attorney II for the College Station City Attorney’s Office, focusing on open records, easement dedications, contracts, public communication, and parks and recreation.

    Leslie earned a Bachelor’s degree in Psychology from Ouachita Baptist University, a Master’s Degree in Counseling from Henderson State University, and a Juris Doctor from Baylor School of Law. Leslie joined the City Attorney’s Office in 2014.



    Gavin Midgley • Assistant City Attorney I & Prosecutor
    photo of Gavin MidgleyGavin Midgley is an Assistant City Attorney and Municipal Prosecutor for the College Station City Attorney’s Office. Gavin earned his Juris Doctor from Texas A&M University School of Law in May of 2014.

    Before joining the College Station City Attorney’s Office in 2017, Gavin worked for a small East Texas law firm.
