FINANCIAL SUMMARY

The following summary data is from the City’s government-wide financial statements in the Annual Comprehensive Financial Report. The government-wide Statement of Activities is designed to give readers with a broad overview of the City’s finances, in a manner similar to a private-sector business, accrual basis of accounting. Accrual basis of accounting recognizes Revenues when earned and expenses are recognized at the time the liability was incurred.

The per capita figures are based on the City’s 2023 estimated population of 127,299.

BUDGET
A budget serves as the financial plan for the City. It is presented by fund and is designed to provide decision makers with an overview of City resources and how resources are utilized to accomplish the policy direction of Council. The budget shows the City’s commitments and how the City meets the financial policies approved by Council. The document is also designed to show services provided and associated costs.

QUARTERLY SUMMARY FINANCIAL STATEMENTS - BUDGET BASIS
These Financial Statements are prepared on a Quarterly Basis for management to recognize and address any concerns. The Statement present a summary of activity on all the major operating funds in correlation with the current Budget and comparison to prior year Quarterly Financial Statements.

CHECK REGISTER
The City Check Register includes Payments to vendors for goods and services, payments to agencies per contractual terms and conditions, Travel reimbursements to employees and Refunds for deposits on utilities, facilities rentals, etc. The register does not include payroll checks and excludes checks that might provide protected privacy information, such as child support, and deferred compensation.

ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR)
This report provides detailed information concerning the financial condition, health and activities of the City. It includes a balance sheet, statement of changes in financial position, statement of revenues and expenses, and comparison of budgeted to actual expenses and revenues.
