On February 18 the City of College Station began issuing traffic citations to red light runners at four of the Citys major intersections with the aid of cameras. The Cameras Advancing Red Light Enforcement Safety (CARES) program, in accordance with the City's Traffic Code, includes the installation of cameras to catch motorists who run red lights. They are currently installed at the intersections of: 1) Texas Avenue at Walton Drive 2) Harvey Road at Munson Avenue 3) Harvey Road at George Bush Drive East 4) Wellborn Road at George Bush Drive The next phase of cameras will be installed at intersections along Texas Avenue and State Highway 6. Texas Avenue carries an estimated 52,000 vehicles per day and intersects four other state roadways each carrying an average of 30,000 vehicles daily. These locations were not included in the initial study because Texas Avenue was under construction. Construction of Texas Avenue is slated to be completed in March. The cameras will only photograph motorists if they run through a red light or do not properly stop prior to an intersection. Images will be taken of the vehicle prior to it entering the intersection and while it is in the intersection to show the violation. The cameras will not record the identity of the driver or passengers in the vehicle. After verification by the College Station Police Department of the violation, the registered owner of the vehicle is issued a $75 citation for the civil offense. The citation provides the date, time, and location of the violation as well as the two images showing the violation and one image of the vehicles license plate. Violators will be able to view a video clip of the violation from a special website. Citations will be payable by check, through e-payment and at the citys Municipal Court Building. January 2008, the City implemented a public education program to inform residents and visitors about this traffic safety initiative. A warning period began February 4, with violators receiving only a notification, prior to the start of enforcement on February 18. American Traffic Solutions, who administers the program, installed the cameras. Each monitored intersection will be clearly marked with warning and regulatory signage. Other design changes have been implemented by the city to make the signals and intersections easily recognizable. These include signal back plates and the restriping of all stop bars and crosswalks. The City of College Station will remit 50% of all revenue generated by the citations, after costs are recovered, to the state for funding trauma centers within the city. Red Light Running Facts: 1,000 fatalities related to red light running occur annually in the U.S Texas Legislature SB1119 allows cities to implement red light camera enforcement Other Texas cities using this program include Houston and Lubbock The City maintains 66 traffic signals Warning period will start February 4 Enforcement will begin February 18 Red light violations are a civil offense, not criminal The citation fee will be $75 Citations are issued to the registered owner of the vehicle (which is not always the driver) A $25 fee is assessed if the citation is not paid within 30 days. A recent December survey showed the following red light violations during a 12-hour period: - Northbound - Texas at Walton: 43 - Eastbound - Harvey at Munson: 16 - Westbound - Harvey at George Bush East: 7 - Northbound - Wellborn at George Bush: 8
